Minimum/General Experience: Twelve (12) years of progressive technical or managerial experience in projects (tasks) involving computer systems acquisition, design, development, deployment, maintenance, support services or business. Possess knowledge of management and supervisory skills of technical personnel at all skill levels.
Specialized Experience: Four (4) years if recent experience in the supervision and management of major computer systems or business projects/contracts. The Program/Project Manager shall have clearly demonstrated work related experience in successful management of projects (tasks) involving at least one of the following types of projects: computer systems equipment acquisition and installation; systems integration; systems operations; specialized computer equipment; systems maintenance; inventory control; computer system business process redesign; development of policy and procedures; computer systems requirements studies, engineering studies and related information systems design, development, and integration; risk management; training, compliance evaluation; and independent verification and validation of such systems.
Functional Responsibilities: Responsible for organizing, planning, and directing all contractor support activities for assigned task orders. Manages one or more major task orders. Formulates and reviews task order performance plans, technical and contractual performance, and deliverable items, determines task order (s) cost, and ensures conformance with all prescribed standards, schedules, and statements of work contained in all issued task orders. Manages the day-to-day activities of assigned projects and is directly responsible for supervision of the personnel assigned to task orders under his/her purview. Responsible for the development and maintenance of project performance/status reports including cost elements. Uses own judgment and initiative in providing technical direction to ensure performance and for resolving problems.
Minimum Education: Master's degree or Bachelor's degree in Computer Science, Engineering, Business, or related field or seven (7) years or more of documented work related experience may be substituted for degree requirements.

Senior Engineer

Minimum/General Experience: Ten (10) years of intensive and progressive experience in operating system and application programming or analysis. All experience must have been gained within the last ten years.
Specialized Experience: Five (5) years of intensive and progressive experience working independently on highly complex operating systems programming analysis and projects. Experience in programming within the client-server environment using one of the following programming languages or databases: Ada, COBOL, C, C++, AS/400, PPG, Oracle, Sybase, Access, JAVA or any 4GL language. A minimum of three (3) years of successful supervising programming teams.

Communications Network Engineer

Minimum/General Experience: The Communications Network Engineer shall have a minimum of five (5) years of network engineering experience. At least two (2) years of this experience must have been in the supervision of personnel engaged in network engineering tasks.
Specialized Experience: Must possess three (3) years of collective experience installing or administering any of the following: EDI; e-mail, Windows NT LAN, Novell Netware LAN, Unix LAN.
Functional Responsibilities: Analyzes requirements and designs, installs, configures, implements, and supports network infrastructure, local and wide area network operating systems, and computer data exchanges. Exercises independent judgement and initiative in conceptualizing and designing requirements for large, multi-node communications networks. Senior Logistics Analyst

Minimum/General Experience: The Senior Logistics Analyst shall have a minimum of ten (10) years experience working in large scale systems in specialized environments involving hardware requirements definition, information processing and network operations. Skill must include a demonstrated ability to communicate effectively, both orally and in writing. All experience must have been gained in the last fifteen years.
Specialized Experience: Must possess five (5) years of experience as lead analyst for tasks and activities within a project. These activities will consist of at least two (2) of the following: systems architecture design, network or application tuning and performance management, capacity planning, testing and validation, benchmarking, information engineering, and development and staffing of an engineering management plan.
Functional Responsibilities: The Senior Analyst shall provide oversight and supervise the overall administration of LAN/WAN systems and be responsible for the technical aspects of the LAN/WAN to include security, communications, software applications, electronic mail, outside communication links, UPS service, license administration, file services, backup services, and assists in the initial troubleshooting at the system level.

Senior Functinal Analyst

Minimum/General Experience: At least ten (10) years experience working in large scale, multi-platform data processing environments. At least two (2) years of this experience must have been in the supervision of personnel engaged in IT systems analysis and design at the project manger level with projects assigned increasing in complexity and responsibility. All experience must have been gained in the last ten years.
Specialized Experience: Must possess five (5) years of experience in software development, maintenance, testing, and documentation in multi-platform environment consisting of mainframes and micro and mini-computers, LAN and/or WANs, and supporting administrative, mission, and developmental software applications in both centralized and distributed processing environments. The Senior Functional Analyst must have a demonstrated background in oversight and supervision of personnel engaged in ADP systems analysis and design.
Functional Responsibilities: The Senior Functional Analyst shall analyze IT related functional requirements and determine courses of action for applications of data processing techniques. These individuals shall serve in such capacities as Project Managers for moderately complex system analysis and integration projects requiring dedicated system analysis teams providing coordination, supervision, guidance, and direction to other Junior Analysts and IT professionals. The Senior Functional Analyst shall provide guidance in formulating responses to complex technical tasks, including capacity planning and contingency planning, recommend optimum approaches/solutions, and oversee completion of complex technical support projects. They shall monitor assigned tasks at the project manager level to determine their status and recommend/implement actions to ensure timely and accurate completion.

Technical Writer

Minimum/General Experience: One (1) year of related experience providing technical editing, and rewriting for technical reports, proposals, and promotional materials. Must be familiar with the principles of engaging in interdepartmental contact and acting as liaison between the customer and the technical staff.
Specialized Experience: Six (6) months of intensive and progressive experience in technical editing on IT or business related projects.
Functional Responsibilities: Under limited supervision, edits and rewrites on-line and hard copy documents for grammatical, syntactical, and usage errors; spelling; punctuation; and adherence to standards, including consistency, format, and presentation. Proofreads documentation and graphics for accuracy and adherence to original content and provides quality control checking for documents received from copying and word processing, assembles master copies, including graphics, appendixes, table of contents, and title pages. Determines level of effort required for incoming documents. Interfaces with internal and Government management personnel.

Quality Assurance

Minimum/General Experience: Eight (8) years of progressive Quality Assurance (QA) experience. Two to six years of related experience providing QA review, technical editing, and rewriting for technical reports, proposals, and promotional materials.
Specialized Experience: Four (4) years of progressive QA experience, on IT projects (i.e., technical inspections, technical reviews, and validations).
Functional Responsibilities: Establishes and maintains a process for evaluating systems and associated documentation. Determines the resources required for quality control. Maintains the level of quality throughout the project life cycle. The QA Specialist inspects each work site, as required, to ensure compliance with the requirements of orders issued under the task schedule via technical inspections, reviews, validations. Reports directly to the project director and project manager. Requires limited supervision, edits and rewrites on-line and hard copy documents for grammatical, syntactical, and usage errors; spelling; punctuation; and adherence to standards, including consistency, format, and presentation. Administrative Specialist

Minimum/General Experience: Two (2) years of administrative tasks related experience of personnel management, payroll processing, travel arrangements, mail and distribution, and other administrative duties as assigned. Must possess experience using commercial automated word processing (e.g., WordPerfect, Word), graphics systems (PowerPoint, Harvard, Freelance, etc), and desktop publishing system. All experience must have been gained in the last three years.
Specialized Experience: None required.
Functional Responsibilities: Performs personnel management duties to include in/out processing of personnel, issue and turn-in of security badges, processes requests for security clearances. Secures, issues, and collects employee time sheets, processes for errors prior to invoicing. Updates company personnel roster. Assist company personnel by handling travel arrangements to include processing of orders, request for visas, passports, and international driver's licenses (if applicable). Scrutinizes travel vouchers for correctness prior to submission for invoicing and payment. Receives and distributes incoming mail, logs outgoing mail, performs distribution runs (when applicable) and sends and receives information via facsimile machine. Operates copier equipment for administrative tasks, monitors copier performance, and initiates service calls for maintenance problems, requisitions copier supplies. Performs other duties as required.
